In theory, what you are describing is genetic screening. In practice it is eugenics. All anyone has to do is say “eugenics” and that will be the end of it.

This looks like a watershed moment. Discoveries like this may dramatically accelerate what appeared to be steady or slow progress. Time will tell, and it likely won't take long.

Singularly Increasing intelligence doesn't ensure an increased quality of life so I don't believe it is immoral to leave peoples children as is. There are lots of intelligent people with anxiety problems or other mental disorders that would argue strongly against intelligence as a single factor for determining quality of life. So it seems that a more holistic approach to quality of life is in order rather than trying to establish a new social norm where we look down upon people who choose not to augment their children.

We should carefully consider what this means for us humans with still-biological intelligence. If Markram were to discover that certain genes make neurons function better or increase intelligence, from that day on it would be immoral to bring into existence humans that lack those genes and condemn them to a limited life, one in which they might not have the capacity to find a high-paying job or to understand quantum mechanics. Low intelligence is a handicap for all of us - some more than others - in a similar fashion to how autism or Down's syndrome is a handicap. Only the intensity of the negative side-effects differs.

Markram's working with a formidable mind.
If this is right then inflation could have simulated brains inside pc's in a few years tops, as you only need to program in the rule and very small starting data.
