The ESA will go nowhere. What carrier system are they going to use for their ambitious plans? The ability for an own space program is declining rapidly in Western countries. ESA is now using Russian Soyuz rockets instead of their own Ariane carrier. And NASA has retired the space shuttle. If you are not able to handle the basic rocket technology any more, you don't need fancy plans about interplanetary projects. A waste of time and money.
