It oscillates with a frequency of once per day controlled by the "big boss" which is a person who acts as the gate. In the morning we fill our building with people, and we hold them in with a door. Some leave and come back at lunchtime (tunnellers). at the end of the day the boss says "go home" and the outflow stops when we run out of people in the building. We have not yet figured out how to have a continuous source of people in the building. Every traffic light is a switching "Autotronic oscillator circuit"...
