The ideal citizen in the current crop of (social) democracies is a hard worker, riddled with body ailments when retiring and DEAD the next day (s)he retires!

Only foundations from very wealthy people (e.g. Paul Allen, Gates, etc) could have an EXPLICIT agenda on rejuvenation research. 

Public research is forced to advance in disguise, pretending to work against such and such degenerative diseases (Alzeheimer, Parkison etc) but are not allowed to attempt to &quot;cure&quot; aging. 

Maybe a third possibility would be a crowd sourced project, but alas, people are so stubborn in negativing  rejuvenation therapy. When you start a serious discussion about the topic, the best you can expect is to be dismissed as a lunatic moron but most often people start to become aggressive. They have been told generation after generation &quot;death is inescapable&quot;, it would be so disturbing for them to start to think otherwise.  
And those are the same poor human fellows pitifully buying the last completely noneffective and even often  toxic &quot;anti wrinkle cream&quot;.</description>
