		<description>Fixing the broken &quot;pee-review&quot; process of the obsolete paper press, with its petty jealousies and ridiculous delays and costs, especially with streamlined procedures like publish first and peer review later, will certainly make more good quality papers available.

This does not, by itself, ensure that _you_ can download and use the papers. For that, you need to support open access scientific publishing. As a taxpayer, you have already paid all public-funded research results, why should you pay twice?</description>
