The program should know exactly how much traction is available.  A human can only guess.

The program should be able to respond in less than a millisecond.
The very best drivers respond in a quarter of a second.</description>

I wonder, though, if the programmers have calculated a proper response for these autonomous vehicles to make when hydroplaning? Driving in the rain is bound to occur AT LEAST once a month, thus the necessity of these autonomous cars being able to handle itself well while under these conditions.</description>
